Rationale:

Identifying these parties is important because stakeholdersidentify who has a stake in the project and asking createstransparency between the parties involved regarding how each partyis contributing to the final project. It is important to identifythe parties at the beginning of the project, as well as what eachparty is getting out of the project.

When you start the project, one of the first questions you ask is 'how do I start?'. You might have an idea of what you would like to do but haven't fully fleshed out why this idea is important, who would be involved, and what are interested parties would get out of the project. To figure out how to even answer these questions, it may be necessary to use additional methods such as Interviewing. You may discover facts you hadn't thought of before, or that you would have more obligations to the need of some stakeholders than others if you follow through.
